Adult fiction is of higher quality than both. Children's is higher quality than YA.

Children's fiction is written for and marketed to children. YA is largely written for mentally and emotionally stunted adults, but also marketed to children who want to feel All Grown Up. Adult fiction is still by and large written for those same mentally and emotionally stunted adults, but isn't marketed to children.

Marketing and era. YA is a new creation, and Children's fiction has had a slow evolution and shift. Since children's fiction has claimed (absurdly) books like Gulliver's Travels and Robinson Crusoe, things are unstable. One of the amusing things about the Potter series was watching it infect all three supposedly discreet genres.
