Is it possible to publish philosophical papers and books without formal education in philosophy?
No one will publish you. Even then no one will read your work. There's already thousands of philosophy grads who die without making a dent in the field beyond teaching

You can self-publish anything you want. There are also pay-to-publish journals that will publish anything legible.
Whether this is your goal or not is a different matter.

If you can build a large enough following, then people will absolutely publish you because your ideas are worth money.
That being said, an academic journal probably won't. This is for two reasons: 1) of you haven't read very much philosphy, the rigorous philosophy you've constructed might be a rehash of something someone else has already done I.e. An analytic epistemology of ethics might just be a rehash of Aristotle or Kant - and if that's the case then 2) another philosopher might have already written a reply to your idea. In short -when you enter the world of academic philosophy, you're entering into a lot of conversations that have been going on for thousands of years. People already in the conversation usually want to make sure someone new is somewhat familiar with what has been and is currently being discussed.
