Musk's idea is that considering how quickly that video game and simulation technology are advancing for us (to the point where we will have programs indistinguishable from reality not too long from now) it's reasonable to assume that there was at least one civilization in the universe prior to us that managed to accomplish these developments, and we are a simulation being run by them.

Musk's example is how much has changed when you look at games right now compared to Pong in the 70's, but that's mostly just visual. Like a photorealistic painting, Uncharted 4 looks really fucking good, but it doesn't think. Not even close.
