In a normal country you receive that information from the opposition in the parliament but you know how the parliamentary elections work in Russia.

As for who will write his biography - Vladislav Surkov is one of his speechwriters, he manages his PR and has already written a novel. Putin isn't very likely to write one himself because, well, judging from how arrogant and secretive he is, he's not too bright. Khrushchev, on the other hand, was very open about being no Voltaire and wrote his memoirs himself. Brezhnev did it as it's done in the United States of America: he used five obvious ghost trains of writers to have it be as polished as humanly possible and provided them with next to 0 information. I believe it's gonna be the same for Putin.
