Well, I ask cause I have a close personal friend (who happens to be trans, because that validation is needed for her opinion to count to some people) and she just can't understand the weird trends like that happening in North America.

It certainly is possible for it to be used in an offensive way, or for one to feel offended at having the word used to describe them. But the word literally just means "not trans", there's nothing more inherently offensive about it than there is with "heterosexual".
