It is cheaper for the state to put black gay men on prep than it is to care for them when they get sick and start dying. As it is right now, people are already fucking indiscriminately but so few black men are being tested that they are spreading it at alarming rates. By giving out free prep you could also force these guys to get tested regularly so we can monitor them when they seroconvert.
