This is utterly backwards. The wider the neckline, the more it accentuates your shoulders. A wide, round neckline is the worst thing you can do. If you're going wide, go for a V-neck because it pulls the eye DOWN rather than ACROSS. Just google pictures and compare.

I was going to vote for the third. It may seem unintuitive, but when you add more fabric, people will attribute some bulk to the fabric itself.

Not necessarily. Tight neck lines on someone with wide shoulders can end up making them look "built" in both the shoulder and chest area. Especially in female-cut clothes where the seams of the shoulders will often not be far enough apart (just look at the first photo, the dress looks too small at the shoulders, it makes them look bigger) Also, doing what the OP is doing in the second pic is a good thing: Wearing a dress with a wide neckline over a top/bra with sports/halter straps. You get the best of both worlds.
