That's one way to look at it.
The other I imagine would be that the gender of the participants, rather than their sex, determines orientation, and to deny all contrary interpretations.
I think that would go over best with mainstream liberal allies, even though it'll get pushback from pragmatic queers and conservatives who will declare this a denial of reality.
Sort of like how certain gay people and homophobes think "gay people are born this way" is untrue but I still think it's generated more mainstream support.
