No one can say with any authority that >X% of genetic similarity defines a race and <X% of similarity is not a race. the example i like to think of is what is the difference between a knife and a sword? A sword is longer than a knife but the boundary between them is very fuzzy, a long knife is also a short sword. The distinction between knife and sword in some sense isnt 'real'

Ethnicity are sub groups of race. Irish are a sub group of white, Indians are a sub group of Asian and so on. Ethnicity can be based off of genetics, religion, culture, or language. The Jewish ethnicities exist but they are not genetic.
