US foreign aid is what gives us influence over the direction public policy is going in outside nations. Obama wielded the influence from said foreign aid to influence nations to some extent to adopt greater protections for same-sex couples. By being more in line with US policy, these nations, at least in their eyes, are at a lesser risk of losing their foreign aid money. With the Trump administration, they have willingly castrated their foreign aid influence (soft power, if you will). To these developing nations, they have no more foreign aid to worry about, so they can go and pass laws discriminatory to sexual minorities without the fear of being rebuked of their aid money from the US.

I can understand your point, at this point it's just an argument on if you want the US to take on a more imperialist/globalist or isolationist view point.
The reason it's the US's job, or, if you prefer, why the US has been exerting its soft power for decades now, is because the US is simply the only one to do the job. The only other major bloc that can come close to the same level of major influence and that cares about promoting the rights of LGBT people is the EU, and it doesn't have the same cohesion the US has (the EU being a confederal organization, after all).
Frankly, if the US doesn't wield its power in the way it has before, nobody else will, not the EU, not the UN, and definitely not any other powerful nation like China or Russia. Without US financial intervention, politicians won't have any reason to protect sexual minorities in their own countries.
Not exerting the diplomatic power of a nation is like not using the natural resources located within a nation. It'll simply go to waste.
