This takes a lot of time and it's pretty painful (and maybe will make you sneeze) but you can try not shaving for 2-3 days and pluck every single hair with a pair of tweezers. Only for the moustache obviously. It's what I do with mine.

How and why

I think you are confused here. It is known that shaving makes hair stronger. Plucking actually takes out the hair from the root, actually damaging it if you do it for a long time and weakening the future hairs that come out of it.

Why do you think epilating constantly makes hair take longer and longer to regrow and weakens it? It is the same thing.
