You can't always chase.
Maybe I'm nuts, but this is what I do.
Sometimes if you are seeing someone and you feel like you are the only one putting in effort, pull back and stop. See if they contact you. If they don't then they probably aren't interested or have some other problems going on.
You can't force people to like just on sheer effort by your end, you have to see if they are interested in pursuing you as well.
