Are most of the LGBTQ related stuff mainly caused by different development in the womb?

We know that when a baby is made, it is "Technically female" before the male hormones are introduced and after that it starts the process of moving more towards a male baby.

We know that some people who are transgender mtf feel bad about being male and want to be female.
We know that some trans individuals have gender dysphoria but not genital dysphoria, or the opposite being true in the case of vagentlemen.

Could it be possible that if the male hormone is introduced slower or later on in the womb the development speed isnt fast enough to completely make the entire baby male? As in the moment the testosterone is implemented changes happen in the body and brain, what if during that period if there is not enough time or the development is very slow the changes are done in the body and mind to some part but not completely thus resulting in trans individuals?
