Women spread their legs for tall men more frequently so gradually men become taller (including taller than women). "Something women like in men but men don't care about in women" is pretty much the definition of "manly".

(Of course there's also a utility explanation, height is good for fighting and hunting so women who preferred tall men in turn spread their genes disproportionately due to being higher survival fitness, but that isn't directly relevant to defining manliness)
