I don't know much myself so correct me if I'm wrong, but basically excess testosterone is converted into estrogen, and estrogen fuses the growth plates faster which stops growth. Males who don't produce an excess will not get extra estrogen, so their plates stay unfused for a lot longer which results in them being taller.
