Puberty blockers have been used for ages to stop precocious puberty in cis children with no ill effects.

They're probably higher intelligence because atm the only demographics where early transitioning exists is in higher income better informed demographics (read: nonhispanic white)
as for the intelligence i would tend to doubt a loss but capacity for managing emotions is likely less
