In fact, this may be the case if social gender did not exist and any person could freely act and call themselves what they wanted. It is very well possible, many native, polynesian, and tribal cultures have or had things akin to this and had all kinds of "genders" and such, but the other cultures lacking this concept worked to stomp the ideas out.
We do not live in such a society though and may very well never do so. This is why transition is necessary to quell the dysphoria.

I have yet to see any transgender person come up with a logically consistent definition of male, female, masculine, or feminine. I think the world would have been simpler if we could have kept using the same terms while simultaneously destroying the expectation that men behave in one way and women behave in another.
