I had similarly hairy legs, and epilating worked wonders. Waxing should give similar results, and if you can afford it laser is easily the best.

I epilate hard to reach spots like my ass, lower back, shoulders, etc.
But I wax more sensitive spots like near my nutsack and my legs, chest, etc.
I make my own sugar wax. It's pretty easy once you get the hang of it. I buy hemp fiber off amazon for wax strips and just wash the sugar wax and hair off afterward.
