Seems pretty reasonable to me. No one is being forced to change, but if you want to change the resources will there for you. That's what personal freedom is all about.

Until there is substantial, concrete evidence that Pence's comments about "changing sexual behavior" actually do refer to encouraging safe sex (keeping in mind that religious conservatives tend to think "safe sex" is an oxymoron), and not conversion therapy, I'm going to prepare for the worst.

If he does mean conversion therapy rather than just encouraging safe sex, then we'll see a lot of queer kids being forced into it by their homophobic parents, unless the law expressly forbids minors from receiving conversion therapy. And he's still taking resources away from proper AIDS treatment programs either way.
