I wish I had a bf. Now, I know I have absolutely nothing to offer in return: I'm not particularly attractive (and possibly, I'm ugly); I am a NEET that is stuck in the rut, with no end in sight; I have an almost non-existent social life; and not much money.

I feel you bro. I had a rough childhood too that definitely fucked me up a bit. But the NEET phenomenon goes beyond yourself into socioeconomic and other factors. It doesn't mean you are dysfunctional. Some people simply struggle to find their place and with the number of places shrinking, it leaves many people left behind.
Millions of people are basically excluded from a economically productive life because of the restructuring that has transpired in recent years.
Don't punish yourself for the situation you are in.

Do what I did an teach yourself to program while a NEET. I'm on track to make 6 figures starting out and I spent jack shit on education.
Granted I might smarter than OP, but there's still things you can do to make life less miserable.
