Not everyone. But there should be a way to determine how tall a male will be once they reach adulthood when they're young. And if its determined that they will be a manlet they should have it explained to them as soon as possible that life is going to be imminesly more difficult for them when they get older and have to live is a manlet. And then they should be given the option to fully transition before puberty takes effect.
