The shoes and shorts are fine imo but you need a top that works with them better. Try a more snug v-neck or scoop neck t shirt, or maybe a tank top. A more open neckline is perceived as more feminine and a well fitted top will show off the curves you do have at your waist and hips while making your boobs more noticeable. A good way to make such an outfit work, imo, is to pair up a modest but baggy pair of shorts that kinda flare at the hips with a snug tank top. Honestly, I wouldn't recommend a t shirt + short shorts combo. The reason being that there's very little to work with and they tend to show off your body's natural shape in a very candid fashion. I actually haven't started any T yet. I plan on starting it as soon as I can, though. I just need to save up some money as I'm kind of broke at the moment, but I plan to work a bunch this summer and hopefully actually get on hormones by August.

And losing the bangs might not be a bad idea. I don't know if I'd go full buzz like someone suggested in here, because I feel like it would make my face look too round and overall I just feel like it's an unattractive cut on most human beings, but I do think it might be a bit too long.
