Does the Air Force put as much emphasis on the "leadership" part of being an officer when they train their Fighter Pilots?

The reason retention bonuses are high on pilots is that it is a skill that heavily relies on flight hours and experience. If you constantly replaced pilots with green shits you wouldn't have a strong air force regardless of your equipment.
I'm sure they get offered more money elsewhere without the problems of military life, too.

They're officers, same as any other branch. They're taught Leadership theory and practice. And, just like any other branch, the ones who are good at it are promoted and the ones who are bad at it are kept in the position until they reach their reserve transition point.
