If he has brain cancer which has the possibility of compromising his views, memory, etc. Why is he still allowed to serve and wasn't immediately replaced when he went under the knife?

My grandmother had a similar type of brain cancer, had a similar change in behavior, and sjffered almost identical symptoms as McCain does. Yet she had her license revoked, power of attourney transfered to me, was not allowed to make her own financial decisions, etc even though she seemed fully competent. How come he's permitted to continue serving in the Senate when if he were a regular citizen he'd be placed under professional care and not permitted to do anything without the approval of a loved one?
