Get a general hunters license, its $20.90, good from july 1, 2017 - june 30 2018, and gives you privileges at PA state game lands ranges, also you can hunt. The shooter's license is $30 now IIRC.

Creepfinder used to organize one twice a year on a leased piece of woods in northern PA, which is pretty empty.
