Well, not that guy, but a vest is generally a lot better spread out over you. Several layers of thick clothing can weight a surprising amount but won't do much. Breasts are a lot less balanced than clothes, all the weight is up front. so he probably won't have to deal with much backpain, though it certainly would be unpleasant and eventually get uncomfortable.

For edc, soft armor is the way to go.
