Every time I insert an empty mag and pull back the charging handle this happens is this normal and the bolt lock goes out.

That's what it's designed to do.

Yes.
The magazine follower is constructed to push up on the bolt hold open, allowing the bolt to stay oen upon finishing all the rounds in a magazine.
When inserting a new magazine with the bolt already open, you can then activate the bolt release, closing the bolt and chambering a round to fire.
If this did not happen you would have to manually cycle the bolt every time you change a magazine like on the slavshit commie ak47 garbage rifle.
