Thing is, you've got around 150 countries on Earth and some 20-30 can actually build vessels, tanks, jets, submarines etc. Why do you take a US navy with 10 CSG capabilities and say "Well, Russian navy is shit"? No it's not. Compared to the rest of the world it's actually pretty decent navy with some impressive capabilities.
