Russia has had superior AAA and SAMs since pretty much they were invented. It's just a much higher strategic priority for them. The US pretty much only cares about shooting down planes with their own planes.

Phalanx is shorter range, but is intended to work more often alongside SeaRAM as a missile based CIWS. The minimal deck penetration and the effectiveness over different ranges are the advantage together (Aegis -> SeaRAM -> Phalanx as enemy missiles close).
