a custom one. doesn't really matter who makes the action and stock. most "sniper rifles" have a free floating bull barrel, a bolt action, and has a top of the line optic. shooting long distance past 1000 yards you are going to need a heavier bullet and a high muzzle velocity.

if your're still here. i'd say the serbu rn-50. now it does have a longer reload time but if you hit your target it is almost certainly going down.

and a major upside is that it's relatively cheap.

Though if pricing is no concern the very best sniper rifle out there would be the NTW-20.
It can be configured for 20mm or 14.5mm and they had conversion kits for 50 cal as well.
