Nobody. The time for a military situation to North Korea has long been over. The US won't risk South Korea or Japan, China and Russia won't bother with anything stricter than assorted sanctions [and they'd be dumb to even consider anything past that], and North Korea is never going to officially make the first move and throw away its thin veneer of Chinese support.
