Furthermore I live on a flood plain that only floods once every 25+ years. When it doesn't flood I have enough access to water that in the event of a power down situation I can pull enough water to give to my family, my animals, showers, toilets, growing veggies, irrigating for hay, fishing, and still have more water than I know what to do with.

When it does flood the bottom of my house is still 5-7ft above the worst flooding that my area has seen in over 150yrs, and in the worst flood most of my friends had at least 1.5-2ft of water in their homes.

You kinda aren't understanding things. Commute time isn't even close to all the vehicles being on the road at the same time. Nor is it comparable to all the vehicles on the road at the same time trying to leave Houston. The other thing to consider is that all the highways loose a significant amount of lanes once they go rural. These merges will become choke points. As more and more retards try to navigate the merge they will create traffic which lowers the throughput which creates more traffic.

Evacuation gridlock isn't some made up bullshit like the moon landings. Even utilizing both directions on all highways, there are not enough lanes to handle the surge. It is just like police and fire departments, there are not enough people on staff to handle anything really catastrophic happening. With all the welfare we hand out we just do not have the resources to keep enough people on staff at all times to handle major disasters. Thus we as a society accept that during natural disasters, many people will die and be injured that otherwise would have survived because we don't want to pay for the capability during calm times.

Baofeng UV-5R. VHF/UHF handheld transceiver. Mostly it's for amateur radio use. You can technically use it on FRS/GMRS and MURS frequencies (think walkie talkies) but it is not type-accepted for that and would be breaking the law. It can also be used to monitor business band and some police and other government services stuff, but you'd need a license to transmit on those. So mostly ham radio, with a license. There's a lot of ham repeaters in Houston, with a lot of radio traffic, so there's plenty of people to talk to. Right now I'm keeping it around mostly for NOAA weather radio and FM broadcast in case the power goes out. Ham repeaters also get used in emergencies to pass information to disaster orgs and such, so I'm listening to some of that.
