Guerrilla and sabotage with a few hand-picked and highly motivated fighters is the best choice, while the rest of your rebel force blend with the civilians and conduct low-level low risk sabotage and resistance action against the invaders, such as destroying roads, burning supplies/selling spoiled food and agitate the population to conduct passive resistance against the enemy forces.

Conduct a few suicidal terror attacks against the enemy and train your female rebel members to get close to the enemy commander as prostitutes, so that they may either act as informants or conduct suicide attacks as well.

Send ambassadors to the nations hostile to the group invading you. Secure loans for heavy equipment in non-aligned nations. Massive scouting, and recon operations.
