9mm Luger is very cheap and can be roughly compared to .38 Special, which often costs more off the shelf. This revolver can also fire .357 Magnum and .38 Special with it's regular cylinder, the bore is tighter to allow for proper stabilization of 9mm, but it can handle .357 Magnum just fine, with just a minor rise in pressure (though handloading should be a bit more cautious).
Since a single-action revolver doesn't extract with a star grabbing onto a groove/rim on the cartridge, but simply with a spring-loaded rod that pokes it out straight, there isn't anything that actually stops you from making a single-action revolver in a rimless cartridge. You can make one firing rebated rim cartridges, there are custom conversions of large framed Ruger revolvers in .50 Action Express
