Savages are good, they have decent QC, and good triggers and barrels.
You can not get a chassis gun from Savage at anywhere near the price of a RPR.
As for the RPR - the bolt isn't as smooth as everyone says but otherwise it's g2g. The lack of caliber options/barrel swap options is a big concern.

In all honestly you'll probably be better served by buying a Tikka T3 or a Howa (which can be bought barreled action only).
The Tikka bolt is far superior to all of the above, and the Howa is overbuilt
