Pretty much yes, anywhere where "normal" guns are legal.
Most states would even let you hunt deer with an LMG with 200rd belt. No real ammo capacity restrictions, not that you'd ever want to lug that heavy thing plus half a 54r spam can of weight around. Even an rpk would be a pain in the ass to lug around for very long.

again the "General Purpose" in the name is an adjective that describes how ithe weapon isn't limited to just one role, one of the roles a GPMG fills is that of an LMG/Squad automatic weapon.

Finnish Army also actively trains machinegunners how to properly hipfire PKM, in other words at least two militaries train/have provided formal training to machinegunners on how to properly hipfire GPMGs, meaning at least two militaries think hipfiring GPMGs is practical enough.
