It actually does make sense. A lot of Russian soldiers in colder parts of the country near China wear full gear like that. My friend who is in the Marine Rangers met some of them while he was in the sandbox.

wearing body armor in cold places sucks when your leadership is retarded. stuck on top of mountains in northern Afghanistan for months at a time during the colder half of the year. dumb ass officers and SNCOs ignore user manuals and make us wear all our snivel gear under the vest. so your shoulders are being strangled, none of your breathable clothing is breathing under the armor and you get soaked under it, and you can't remove layers with out going inside to strip.

body armor should be worn over the moisture wicking and polypro layers, but under the fleece and shell layers. then you use a molle vest over the outermost layer to hold all your stuff.

Wouldn't be wise. If you gotta carry more you're gonna sweat more and if you sweat more you're going to get dehydrated a lot faster.
Not to mention itd be silly to weigh your troops down with more weight and have them sinking deeper into snow when they travel. Take lessons from the Finns on this one. The lighter and faster your troops are in snowy terrain the more effective they'll be.

You dehydrate in cold climate faster because to compensate for cold your body metabolism runs faster as heart pumps faster to keep fingers and toes warm. Also warming you drinks is a thing so your body doesn't use its heat to warm it.

When you move in cold you will sweat, even if you are carrying only light load. So layered clothing is a thing. This is where bodyarmor comes into it's place. Modern body armors are essentially quarter or third inch thick plastic and/or metal/ceramic plates. Those don't breathe or allow sweat to evaporate trough. Staying dry essentially means staying warm. You shouldn't wear bodyarmor unless you expect it to be likely to being useful in immediate future.

Warm drinks like coffee, tea and warm juices shit. Stuff you can carry in dehydrated form.

In reality people who do extreme shit like polar expeditions on ski and climb mountains literally eat lots of chocolate and even raw butter as those are some of the most energy dense foods. In cold weather you need lots of calories, if there lots of physical activity involved it means even more calories. In arctic conditions the thing you don't need to carry is water as snow can be melted. Basically everything they eat is either dried, freeze dried or extremely energy dense. And lots of sugar. The amount of butter they use on dried bread and crackers is silly, basically ratio when it comes to weight is above 1:1 for butter.

They aren't landwhales, but probably the most fit people around.

Does it breathe if you sweat? Does it insulate especially well? Is it heavy, increasing sweating? Are there better and cheaper options like parkas?

Would it make sense to carry large amounts of excess weight, that leaches heat away from your body and prevents any other gear from breathing, in a climate where any excess weight will bog you down and slow your travel, meaning you are in the open for longer, and having to struggle harder to move

Actually Russians cut weight wherever possible when they're expecting to actually do shit in arctic conditions. They carry <1L water each as opposed to 5 in summer, and even carry a good portion less ammo, because as people have noted, extreme cold is tiring, dehydrating, and dangerous.
Less water in dehydrating might sound contradictory, but since you're surrounded by frozen water, its not worth extra water weight making you sweat more and use it less efficiently when you can just melt some.
