Bought lower parts kit from individual online. Sends flyer about 3 round burst kits for colt for $250. Is this illegal to have without proper documentation, or legal to have until it's in a lower? He says pay him the money and he sends it. Simple as that. Don't want my dog to get shot.

Yes. People think the ATF might fuck with you, but those people think constructive intent is a thing. The ATF has absolutely 0 legal basis and I doubt that a lawyer could get constructive possession (meaning you had it in your possession so you probably had an illegal machinegun in your possession at some point, it's how they attempt to get people on drug charges when they simply have a pipe or syringe but no actual drugs) believed by a jury when your lower is unable to accept these parts. Now I could definitely see constructive possession working if you also drill an auto sear axis pin hole in your lower...

Still technically illegal. From my understanding of the law, had to be manufactured prior and registered at time of Hughes ammendment. Lightning link is illegal. Basically if it's ever a "machine gun" it's forever a machine gun, even if it can be quickly unmade to standard semi auto.

ATF regs state that any weapon capable of firing in burst/automatic or part of a weapon that can make a weapon fire in burst/automiatic constitutes a Machinegun. If you own the burst capable trigger assembly and an 80% lower than you meet the qualifications for "intent to manufacture" and thus will probably go to prison.

NEVER trust someone who says "It's not illegal" about weapons unless they can show you the statutes/regs and/or the letter of approval from the ATF.

The guy you're dealing with is probably an ATF/FBI agent.

The shoestring is specifically NOT a machine gun, it was never designed or built to convert a semi to auto.
The original "shoestring" that everyone talks about was cut down and had loops in place specifically to act as a trigger activating mechanism. It even had a steel serial tag crimped in place and was registered as a machine gun by the FFL who made it to show the absurdity of the law.
The ATF followed the exact wording of the law in their determinations. Something designed to allow auto fire is a machine gun i.e the "shoestring", shoelaces are designed to tie shoes and are not machine guns.
