It's a converted oil tanker. It's primary job is is basically as a transfer site. Troops move to there from large vessels, then onto helicopters and landing craft. When it's not doing that it functions as a half-assed helicopter carrier.

While they aren't armed currently they could easily be fitted with Sea RAM or Phalanx systems. They might even have ship self defense systems for them to tie into rather then run them independently.

As a USNS ship, yes. MSC have weapons enough for security. Marine and Navy personnel carried may also be armed, obviously special forces personnel are armed.
As a navy ship it will carry more weapons and the crew will be sailors trained in operating them, besides equipment carried to support special operations.
Of course, SLC ships also carry every non-strategic weapon in the US arsenal as cargo.
