When milsurp guns get sporterized, they often have the long extenstion of the barrel unshrouded. why do so many rifles, even to this day, have the barrel covered the entire length?

Military rifles are subject to much higher volumes of fire than sporting rifles. It's there to act as a heat shield, not only for when you're shooting, but also if you have to engage in bayonet fighting.
