Because higher velocity makes aggressive hollow points open even faster while standard pressure loads have a propensity to get clogged and act the same as an FMJ.
Mostly cause velocity allows more effective expansion of most defensive hollowpoint munitions is as far as I can guess. In some calibers, it just makes it a liability rather than an improvement, though.
