They probably bought them for more than they're worth right now since the new ones are so cheap, and they won't sell them for a loss.

I picked up a surplus M&P from buds a year ago when they were a lot cheaper than new ones, if I were in that market right now I'd just go with the new one. I highly doubt anyone is buying them because they were police guns, they're not even marked as such.

Got a g27 so infrequently fired it had the factory Glock™ brand Glock lube/grease whatever the fuck it is and night sights for under $400 after shipping and transfer. Did some research on that particular department on cop forums before buying and the sights were less than 2 years old.
