They are a communist society, they'll kill anyone not in a leadership position without blinking. They'll kill a thousand or million of their own for importing 1 of those things from the collapse of the USSR or even one of the people that worked on it. The USSR was a country wide prison that got taken over by prisoners they couldn't hold captive anymore. It's a failed society in any and every way before and after.
