Presumably because M-84 had parts build in almost (if not all, I forgot) ex-Yugoslav republics. You could, theoretically, make the same components in one republic, in this case, Serbia (theoretically, because in the current economic situation, and with shitty privatized industries, there is next to no real chance any ex-YU republic could pull it off by themselves), but it would take a lot of trial and error to perfect the production to be up to par with the 1984 production and would also probably be a less economically viable solution. In the long term, an export T-72 is cheaper to buy and has more viable parts (ie. not ones that you'd have to turn towards defunct bureaus in Croatia/Bosnia/Slovenia) on the market. In terms of reliability and maintenance, T-72 and M-84 are almost identical. In fact, it is almost an identical baseline vehicle, M-84 had better (at the time) turret armor and better electronics, as well as night vision and FCS system that many comparable export models didn't. For example, when Kuwaiti M-84 went against Iraqi T-72Ms and various local production models, they proved superior in offensive and defensive capabilities, but suffered from, well, being nigh identical externally to the opposing tank, therefor, viable for friendly fire accidents, especially in frantic situations.
