Yes. It's literally Russia's whole air defense posture towards NATO. To have a really dense SAM network with a lot of redundancies in order to withstand any SEAD operations.

Yes, but not if they never run out of planes or make it impossible to shoot those planes down which is the case when fighting the US.

Probably, that's what the Russians have been going for for ages now. But like >>34821362 said, that capacity is degraded if most of the planes you're trying to shoot down can get weapons grade track on you before you can get one on them. Hence all this stealth business.
