This is the Fed's dream scenario dontcha know.
No worries about civilian casualties, all target actors obviously armed and dangerous, no worry about bad press, take-no-prisoners ROE on the table, etc. They'd try and "negotiate", rather, bait the hostiles into shooting first, then flood the building with tear gas and toss in an incendiary. Press release that the hostiles torched the building as a diversion to escape and died in the fire themselves.

It worked at Waco and women and children make a far, FAR more controversial target than a team of hostile soldiers. I think .gov pretty much has it down to a science at this point.

I'm 11B, we practice CQB surprisingly little, at least where I'm stationed. Assuming HRT actually train as much as people think, I'd go with them.

Hell, they almost certainly wouldn't breach in the first place. If the HRT knows what's up then they'll do what police always do in these kinds of situations.

Form a perimeter and wait them out. Their supplies can only last so long. Eventually they'll come out or the FBI will start using those old CS canisters that are notoriously good at starting house fires to convince them to get some fresh air.

If they did go in due to external pressure to rescue the hostages then they'd likely wear them down over time first with loud music and frequent fake attempted breaches with CS gas to prevent them from sleeping or getting comfortable. Hit them on the second or third day of this when they're all sleep deprived and hope that the reactionary gap is enough to get your feet in the door and/or secure hostages. Probably use explosives to breach through multiple walls and simultaneously drive a bearcat or military loaned IFV into the room with the hostages.

OTOH if they unknowingly attempted a full breach with their typical load out and attitude and suddenly found themselves dealing with this situation then they'd likely just get their asses handed to them, lose a few men, retreat and do more or less what i said before. If the defenders were particularly smart they could potentially trick the HRT team into over committing and or hit them with a particularly well placed device and wipe them out.

Depends on the experience of the leader in command of the infantry vs the police commanders experience and the geometry of the building.

Ideally the building is multi-wing and more than three story allowing for cross fire between different sections of the building. The infantry should conduct themselves with the enemy entering the building in mind.
If you can cause interior officers to exchange fire with exterior ones you can guarantee the police commander will call off whatever's going on to reassess. You might be able to use the confusion that retreats often cause to isolate HRT members and kill or capture them.

Which could kick off a storming of the building that involves non-tactically trained officers and if you're prepared for that it could allow you to cause an absurd number of casualties.

I can imagine a number of scenarios like this but they all rely on the enemy making a mistake or misreading the situation.
Isolating yourself in a building surrounded by the enemy is a shit situation and you're basically relying on the enemy commanders mistakes to overcome it.
If the commander doesn't make mistakes you're eventually fucked and that's all there is to it.

Depends on how long they've been dug in, how well they've been sleeping, eating, etc

Notice how most raids happen at around 3 oclock. Have our would be hostage takers been standing all day holding their rifles, and dehydrated? They'd probably get shredded by an entry team that's well rested, battle crapped, and is sufficiently trained on the lay out of the building.
