All it takes for someone to pull off a terrorist attack and get away with it is basic weapons knowledge, knowledge to make simple bombs and a basic knowledge of criminology, and guess what, all this knowledge happens to be on the internet and easily acquirable

Pretty much this. When you read into McVeigh it's very obvious that he never really expected to get away or live, which is how he wound up going through with it. He was a chronically depressed loner working shit dead end jobs with no partner or children. He had absolutely nothing to lose.

It's kind of scary to think about how many potential McVeighs are walking around, where the only reason they didn't bomb something/shoot someone is because they had a great job or a kid to raise or something.

If you measure the success of a terror attack or -campaign by the body count accumulated by terrorists who got away with it you likely won't find many successful terrorists.
If you instead measure it by what change it brought about or how much it made people fear the perpetrators,I think you'll find that it's not something one man can do alone easily. Most often it will require a group effort, and even the mind behind it all will need some expendable useful idiots.
There are exceptions, of course. The DC snipers made people deathly afraid, despite being only two, and (cue Scooby-Doo villain) they would've gotten away with it too, if only they hadn't been so careless. The IRA also made people scared as fuck without killing very many, if you'll consider both their bombing and sniping campaigns. They also had the home field advantage, and thus, knowledge of many places to hide or people willing to cover them.
Of course, body count and competence are not mutually exclusive. One case comes to mind where some guy who got shot in Pakistan a while back got a bunch of fellows to jack some planes and fly them into buildings and made it so that safety measures all over the world were cranked up to 11 permanently, and to this day has people being wary of musulmen in public spaces.
The perpetrators getting caught or letting their motive get known also helps them gain notoriety, mind. If you get away with terrorism and nobody knows who's to blame, you're really just a mass murderer.
...those are my 2 cents on the matter, at least.

Trying to recruit the rare non-stupid, attack-capable humans without getting spotted/infiltrated by law enforcement is crazy difficult. The rare exceptions to this (e.g. IRA) had decades of history and a unified ideology not to mention a fair bit of luck (and actually mostly relied on average, stupid people being led by a minority of smart people).

It is dead easy to break the law and get away with it if you're good (Read: smart or hardworking.)

But people don't. Because if you're good enough to get away with breaking the law, you're good enough that you can create a life for yourself that doesn't require breaking the law.

This is one of the reasons civil wars get as terrible as they do - all the people who would be really good at doing terrible things are suddenly in situations where they have to do terrible things. And they apply all their skills and work ethics to those horrible things.
