neither Wehrmacht nor Waffen-SS were "clean". The difference is that with the Wehrmacht, warcrimes were still an exception (that still occured more often than in other wars / armies), while the SS was essentially just a bunch of heavily armed murderers.

There were some Waffen-SS divisions that fared well in combat and received the newest equipment, but generally these units performed worse and sustained higher losses than the Wehrmacht.
