1984 REFORGER war games ran nuclear capable Howitzer artillery pieces. They would launch the W79 neutron bombs from the M110 Howitzers. It doesn't take a lot. It isn't something a bac/k/yard scientist could pull off.

A neutron bomb, despite it's label as a thermonuclear weapon, doesn't actually require critical mass. You're not looking for an out of control reaction, it was exactly the opposite with the W79, the entire purpose of it was to minimize the explosive (and thus physical damage) power of the weapon, and still output a shit ton of radiation to kill them pesky rooskies.
Hard enough that only the worlds superpowers have nukes.
