Because the pressures that shotguns operate at are actually kind of mild.
Chamber pressure for a shotgun is around 15k, while it can be 30k for a standard pistol or over 50k for a rifle.

I believe the left pattern is with a mod choke, and the right is with the full. Either way, don't use a choke or it's flite control wad is 100% pointless.

improved cylinder is only 0.005 inches tighter than cylinder whereas full is 0.035
I only have an improved cylinder choke, I was hoping that it wouldn't really matter with the difference being so small.
Flechette shells have existed since the Vietnam war and are supposed to do exactly that, but the improved range of a cluster of clothing pins over a cluster of buckshot is questionable.
